Public Forum on Digital Education Policy in Hong Kong
Shaping the Future of Digital Education in Hong Kong: Navigating AI and Innovation

Organised by the Centre for Information Technology in Education (CITE) of the Faculty of Education at The University of Hong Kong (HKU), the public forum “Shaping the Future of Digital Education in Hong Kong: Navigating AI and Innovation” will be held on November 1, 2025 (Saturday). This event aims to contribute to the formulation of the upcoming Digital Education Blueprint and the AI Literacy Learning Framework.
Through engaging policymakers, educators, researchers, media representatives, and community members in this vital dialogue, we seek to shape a shared vision and strategic priorities that will inform government policy. It is believed that a well-crafted policy, aligned with the upcoming blueprint, can harness technological advances to benefit all learners and prepare Hong Kong’s youth for an AI-enabled future.
This forum will begin with teachers and principals from local schools, along with university scholars, sharing their experiences in pedagogical and curriculum integration of AI and digital tools, as they strive to become future-ready. Key themes include:
- Supporting Personalised Science Learning and Self-Regulated AI Usage through Gen AI
- Multimodal Assessment Innovations in Language Education using Gen AI
- Fostering Responsible Use of AI that Unleashes Creativity
- Promoting Computational Thinking Education through Gen AI
- School Level AI Policies Supporting Transformative Pedagogical Innovations and Ethics-Aware Curriculum Implementations
Following these presentations, the forum will continue with a session dedicated to discussing Hong Kong’s digital education policy needs. This segment will feature a panel discussion with invited stakeholders from various sectors, followed by an open discussion chaired by Professor Nancy Law, Associate Dean (Strategic Development) at the HKU Faculty of Education. Attendees will include parents, as well as representatives from the Education Bureau, Hong Kong Education City, and local schools.
